Good governance shows that site building is an enterprise-wide undertaking that touches every aspect of an organization. From business, social media, and content strategies; to documented policies and procedures; to functional work areas such as legal, design, analytics, training, communications, user experience, and systems administration—transformation of a federal agency’s public-facing website fundamentally impacts every area of work.

Project Evolve is the web transformation and modernization project within SAMHSA, the Substance Abuse and Mental Health Services Administration, the agency within the U.S. Department of Health and Human Services that leads public health efforts to advance the behavioral health of the nation.

Begun in late 2011, Project Evolve is an ongoing effort to improve and consolidate the SAMHSA.gov website, including site migration to the Drupal Web Content Management System (WCMS). The goal of Project Evolve is to make SAMHSA.gov the trusted destination for online behavioral health information. Phase I of Project Evolve ended in Fiscal Year (FY) 2014.

For the project phase presented in our session, Aquilent program manager Danielle Kellogg and content team lead Robert Jacoby will focus on Phase 1 activities of Project Evolve. This included the migration and transformation of agency and program content across more than 100 micro-sites, independently managed and externally hosted, into a unified WCMS, using plain language, Web writing, and information architecture best practices; usability studies; and support services for governance, content strategy, change management, communications, training, taxonomy, and cloud.  

The successful launch of the SAMHSA.gov site into the cloud at the end of FY14 included a new topic-based approach, refreshed and integrated content sections, and a fully responsive design. The new site is compliant with the Digital Government Strategy and related HHS implementation strategies.

Looking to Phase II and beyond, we plan to continue site migration, content development, and operations and maintenance efforts; and coordinate efforts across multiple teams to implement site-wide governance, change management, and content strategies.
